The St. Petersburg Special Economic Zone (SEZ) has secured second place in the 10th anniversary National Ranking of the Investment Attractiveness of Russian SEZs, specifically within the category of technology-innovation zones. The ranking, which has been conducted since 2017, has seen the St. Petersburg site progress from the top five (in 2019) and third place (from 2020–2022) to the second position in 2024—a ranking it maintained in 2025 and solidified in this 10th anniversary edition. The Technopolis Moscow SEZ took the top spot, while the Dubna SEZ (Moscow Region) ranked third.

The study, conducted by the Association of Clusters, Technology Parks, and SEZs of Russia (AKIT RF) with the support of the Russian Ministry of Economic Development, evaluated 51 special economic zones. For the 2026 assessment of technology-innovation SEZs, 44 indicators were used across seven sub-indices, covering areas such as the region's investment appeal, business operating conditions, infrastructure, transparency, readiness for global challenges, and the competencies of the management company. The evaluation encompassed virtually the entire investor journey—from site selection to the launch of production.

For the third consecutive year, the St. Petersburg SEZ also ranked second in the Ranking of Sustainable Development of Russian SEZs. Technopolis Moscow took first place, while the Kulibin SEZ (Nizhny Novgorod Region) placed third. This marks the fourth edition of this study, which included 32 participating SEZs.

The methodology was updated for 2026, with the assessment now based on 86 indicators across four key areas: environmental factors, social aspects, governance, and the sustainable development practices of the SEZs' resident companies. A key difference from assessments in previous years is that the evaluation covered not only the SEZ management company but the entire SEZ ecosystem, including the activities of resident enterprises.

The results of both rankings were announced at the 4th International SEZ Forum.
