SEZ Saint Petersburg took part in the exhibition "Special Economic Zones as an effective tool for the development of the economy of the Russian Federation", where it presented the products of residents: Laser Systems, Vital Development Corporation, MBNPC Cytomed, Pharmasynthesis-Nord. The Zavidovo SEZ also became participants of the exhibition, Lipetsk SEZ, Dubna SEZ and Technopolis Moscow SEZ.

During the exhibition, Tamara Rondaleva, Director General of the SEZ, told Alexander Zhukov, First Deputy Chairman of the State Duma of the Federal Assembly of the Russian Federation, Denis Kravchenko, First Deputy Chairman of the State Duma Committee on Economic Policy, and other guests of the exhibition fr om the regions of Russia about the successes of the SEZ St. Petersburg and the prospects associated with the expansion of the SEZ territory.
Tamara Rondaleva also participated in a meeting of the Expert Council on the Development of Territories with preferential Treatment on the topic: "On the results of the functioning of territories with preferential treatment for 2023 and plans for 2024" of the State Duma Committee on Economic Policy within the framework of the general meeting of members of the Association of Clusters, Technoparks and SEZs of Russia. She discussed with colleagues changes to the relevant legislation aimed at improving the effectiveness of the SEZ instrument.

Among the proposals made is the possibility of transferring land leased from residents as collateral for a loan for the development of production. If a SEZ resident does not have sufficient collateral in the form of working capital and real estate, the pledge of the leased land will allow such an investor to attract additional funds for the development of the project.

The removal of existing restrictions on the production of petrochemical products on the territory of the SEZ will expand the pool of potential investors and deepen cooperation between enterprises within the sites, which will help increase the competitiveness of Russian products.

In addition, amendments to Resolution 1119 are expected to be adopted by the end of the year, according to which the region can return from the federal budget the funds it spent on the development of the SEZ.

The change concerns the working conditions with regions with which the Ministry of Economic Development of Russia has successful experience in refunding funds and involves advancing the compensated amount, that is, transferring funds to the region not at the end of the year based on the results of the previous calendar year, but immediately after confirming the amount of taxes transferred by residents. This becomes possible, among other things, thanks to the tax monitoring for SEZ residents that started working last year and is aimed at more comfortable work with regions and SEZs whose residents demonstrate stable work in terms of tax deductions.

The emergence of preferential loans for SEZ Management companies will allow more active construction of ready-made production facilities to meet the existing serious needs of investors and create new enterprises in the shortest possible time, which will give impetus to the advanced development of the regions wh ere the SEZ is present.
