SEZ “St. Petersburg”: new horizons of development

In 2024, the Special Economic Zone in St. Petersburg received a new round of development. It is associated with the development of two new SEZ sites: Parnas and Shushary, as well as the construction of facilities including ready-made production areas for investors. 

To date, engineering surveys are being carried out and design documentation of infrastructure for the Parnas site with an area of 27 hectares in the north of the city is being developed. Funds for technological connection, design and survey works and construction and installation works in the amount of 2.8 billion rubles are on the account of the SEZ Management Company. Infrastructure construction is scheduled for 2025-2026. 

The design of the second Innovation Center with an area of 18,000 square meters at the Novoorlovskaya site is underway. The facility is designed to meet investors' demand for ready production space and quick launch of new production facilities. The construction of the center is scheduled for 2025-2026. The cost of works will amount to 3.1 billion rubles, of which 2.1 billion rubles have already been secured by budget funds. These are the funds reimbursed from the federal budget according to the Resolution of the Government of the Russian Federation No. 1119 dated 30.10.2014 “On the selection of the subjects of the Russian Federation entitled to receive state support in the form of subsidies for reimbursement of costs for the creation, modernization and (or) reconstruction of infrastructure facilities of industrial parks, industrial technoparks, special economic zones”. In 2024, 2.1 billion rubles were transferred to the regional budget, in 2023 - another 340 million rubles. These funds in the amount of about 2.5 billion rubles will be used for further development of SEZ sites.

Alexander Beglov, Governor of St. Petersburg: “Thanks to the effective work of the existing residents of the Special Economic Zone and the funds reimbursed from the federal budget, we can develop the SEZ without using the city budget funds. This means that we can save them for other purposes of the city's development. St. Petersburg became one of the first cities in Russia to reimburse SEZ development costs from the federal budget. This is an exceptional opportunity to scale this project in the Northern Capital”.  

The next stage of the SEZ development will be the preparation of the Shushary site (127 hectares), for which the tender documentation for design and survey works is being prepared. In addition, the construction of an 18 thousand sq.m. facility designed to accommodate residents is also planned on the site. 

At the moment several SEZ resident companies are at the final stage of construction of their enterprises: Elesta LLC, TECHNOCOM AVIA JSC, Vertex Co LLC and IntelRus LLC. The facilities of BR Invest LLC, Melting Point LLC, Electroapparat Plant LLC, Stage Innovations LLC, LS Engineering LLC and AMT LLC (second stage), as well as CPT LLC are in the active construction stage. 

The Management Company's successes in 2024 have been recognized by a number of awards and prizes. This is the victory of SEZ “St. Petersburg” in the nomination “Best Infrastructure Project” of the “Vershina” award within the framework of the Caucasus Investment Forum. This is the second place in ESG-rating among special economic zones of Russia by the Association of Clusters, Technoparks and SEZs (AKIT) of Russia and the second place in the VIII National Rating of SEZ investment attractiveness, according to the assessment of the Ministry of Economic Development of Russia and AKIT of Russia, as well as confirmation of the effectiveness of SEZ “Saint-Petersburg” according to the methodology of the Ministry of Economic Development of Russia. In several ratings for 2024, the Special Economic Zone has improved its positions, moving up several lines.
