SEZ "Saint Petersburg" has once again confirmed effectiveness

The Russian Ministry of Economic Development has published an annual report on the work of Special economic zones for 2024.

According to the document, the SEZ in St. Petersburg has again taken the second place in terms of efficiency among the SEZs of the technical and innovation type. Today, there are 7 SEZs of this type in Russia.

The efficiency indicator for 2024 of the SEZ "Saint Petersburg" was 93%.

"Our Special Economic Zone confidently occupies a leading position among SEZs of a technical and innovative type. 135 billion rubles of investments, almost 8 thousand jobs, about 29 billion rubles of tax deductions are worthy results for 19 years of work. New sites of the Special Economic Zone will be developed in the coming years. These are new investors, businesses, and jobs. The activities of the Special Economic Zone make a significant contribution to solving the presidential task of achieving Russia's technological leadership," said Alexander Beglov, Governor of St. Petersburg.

The overall efficiency indicator of all SEZs by the end of 2024 was 90% (the functioning of the SEZ is recognized as effective with a combined estimated value of 80%). The analysis is carried out by the Ministry of Economic Development annually in accordance with the rules for assessing the effectiveness of the SEZ, approved by a decree of the Government of the Russian Federation. The assessment was carried out using 25 quantitative indicators, as well as six calculated metrics, including: the effectiveness of residents' work, the return on investment of budgets of all levels in the infrastructure of the zones, the effectiveness of management bodies, the quality of planning for the creation of SEZs, and the contribution to achieving national development goals set by the May decree of the President of the Russian Federation.

"Special economic zones remain one of the most effective instruments of state support for investors. Last year, residents invested more than 1.2 trillion rubles in projects, which is twice as much as a year earlier. More than 25,000 new jobs were created, which is 40% more than in 2023. These results confirm that businesses are comfortable operating in SEZs: these include tax and customs preferences, ready-made infrastructure, administrative support, and reduced resource costs. All this makes SEZ sites growth points and attractive for long—term investments," said Deputy Minister of Economic Development Svyatoslav Sorokin.

The report of the Ministry of Economic Development of Russia notes that the costs of SEZ residents for research and development in 2024 amounted to over 35 billion rubles, which is 60% higher than last year. At the same time, most of this cost (94%) was generated by residents of the TBT SEZ. Companies continue to search for and implement innovative solutions, update products and explore new markets.

We are a leader in the volume of tax deductions fr om our residents to all levels of the country's budget system, as well as in the number of jobs created. It is these indicators that provide the maximum benefit to the country and the region wh ere the SEZ is present."
