Residents of the St. Petersburg SEZ exceeded their annual targets in the first half of the year

The Special Economic Zone (SEZ) has summarized its performance for the first half of the current year. During the reporting period, investment by SEZ residents totaled 12.4 billion rubles, with 7.7 billion rubles recorded in the second quarter alone. In the first six months, residents achieved 108% of their annual investment target. Aggregate company revenue reached 53.7 billion rubles (63% of the annual target), with nearly 30 billion rubles generated in the second quarter.

Total tax payments to all levels of the Russian budget system, combined with insurance contributions, amounted to 9.6 billion rubles—a 48% increase year-on-year. In the second quarter, payments rose by 84% compared to the same period in 2025, reaching 5.3 billion rubles. Over the six-month period, 85% of the annual target for this metric was met. Notably, tax payments to the regional budget totaled 4.4 billion rubles for the half-year—177% higher than the amount paid by residents in the first half of 2025. The growth rate for the second quarter was 265%, bringing the total to 2.8 billion rubles.

Since the SEZ sites began operations in 2006—and including the first half of the current year—accumulated actual investment by residents has reached 177.3 billion rubles, with 8,453 jobs created. Aggregate company revenue totaled 642.9 billion rubles, while taxes and insurance contributions amounted to 94.8 billion rubles, including approximately 33.4 billion rubles paid to the St. Petersburg budget.

St. Petersburg Governor Alexander Beglov stated: "Our Special Economic Zone makes a significant contribution to the economic development of both the city and the country." In just six months, SEZ residents have exceeded their annual investment targets. The effectiveness of the St. Petersburg SEZ is confirmed annually through assessments by the Russian Ministry of Economic Development. Operating at an accelerated pace is a key indicator of industrial growth. The Special Economic Zone serves as one of the most effective mechanisms for supporting high-tech industries in St. Petersburg; the city government monitors the SEZ’s development, consistently expands it, and proactively directs the necessary funding to it.
