Business and government: SEZ development prospects presented to the Government of St. Petersburg
On November 17, a meeting of the city Government was held, headed by Governor Alexander Beglov.
Alexander Sitov, Chairman of the Committee on Industrial Policy, Innovation and Trade of St. Petersburg, presented the strategy for the development of the Special Economic Zone, which provides for the creation of ready-made solutions for high-tech companies. As part of this strategy, it is planned to build four innovation centers with a total area of about 100 thousand m2 at the Novoorlovskaya, Shushary and Parnas sites.
The development of ready-made infrastructure will accelerate the launch of new projects and strengthen the city's position in the field of high technology.
Alexander Sitov said that next year the city will start building the infrastructure of two new sites, Parnas in Vyborgsky district and Shushary in Pushkinsky district of the city.
"Over the 10-year period, the figures for the two Parnas and Shushary sites will approach the following figures: the amount of tax deductions paid by residents to budgets of all levels of the budget system of the Russian Federation and extra—budgetary funds will amount to about 170 billion rubles, of which about 130 billion rubles will be allocated to the regional budget," said Alexander Sitov.
"We have fundamentally revised our approaches. Entrepreneurs will be able to get not just land plots, but also ready-made premises for innovation centers for small technology companies. This is a priority for the development of our city as the largest scientific and production center not only in Russia, but also in the world," said Governor Alexander Beglov.
The active development of the SEZ is ensured by government support measures. Thus, at the end of 2024, the SEZ received funds for the first time as part of a subsidy from the federal budget in accordance with the mechanism of the decree of the Government of the Russian Federation 1119, and in 2025 the city approved a treasury infrastructure loan, a new support mechanism from the federal government.
Alexander Beglov also announced plans to launch 11 new high-tech plants in the Special Economic Zone in 2026. Among them are enterprises producing radio—electronic products, gas turbine engines and innovative stage equipment.
These launches are part of a systematic effort to develop the city's industrial potential. As the governor noted, in the first half of 2025 alone, SEZ residents invested more than 15.3 billion rubles in projects, which was 60% higher than last year.
The new facilities will strengthen St. Petersburg's status as Russia's leading technology center and create additional jobs.
According to the forecast, 185 resident companies with about 30,000 employees will be located at all SEZ sites by 2035. At the same time, the revenue received by residents will exceed 3 trillion rubles, and the amount of taxes to budgets of all levels and extra-budgetary funds will reach 450 billion rubles, including 300 billion rubles to the city budget.
Next year, St. Petersburg will continue to finance the infrastructure of the Special Economic Zone ahead of schedule, with subsequent reimbursement of costs from the federal budget. The corresponding instruction was given by Governor Alexander Beglov following a meeting of the city government.
This practice has already proved its effectiveness. In 2024, thanks to the cost recovery mechanism, the SEZ Management Company received 2.1 billion rubles for infrastructure construction for the first time. In 2025, it is planned to attract another 478 million rubles, and in 2026 - 1.6 billion rubles.
This financial mechanism makes it possible to accelerate the creation of new infrastructure for residents, strengthening the investment attractiveness of St. Petersburg.
